Spotlight on Siglap's''Kepala' Programme in Lian He Zao Bao

Siglap's very own 'Kepala' Programme was featured in Lian He Zao Bao on Wednesday, 18 September 2013. The article shed light on how the Grassroots Leaders (GRL) play an active role in promoting the 'Kampong Spirit as 'Kepalas', a role similar to that of a Kampong Chief.
